been emailing back and forth with Warn customer service. They seem to think there are supposed to be nut in the bottom as well....
Mine didn't have the rod either and I noticed in the Install instructions it said that it may not be there to remove.Actually that picture isn’t what mine looks like, just kidding. That one has the nuts in it.

If you want to repair it yourself and keep the new one as a spare. I would recommend a timesert over helicoil to repair it. Any decent automotive machine shop in your area should be able to install one if you do not want the hassle of ordering a big kit.
No clue what thread it is, this is just a guesstimate.
