After a night of full battery charge, still no start with rapid cycle flashing and associated loud clicking from fuse box. Isolated to this relay removed from cluster of four. Any ideas or knowledge on this relay? I have removed and cleaned battery contacts as well as the OEM frame ground connection. Before it died, I idled very rough.

Is there a diagram on the cover that states what the relay is for?
Can you swap with another relay and get it to start?
Looks like a basic relay. Should be able to walk into a parts store or Honda car dealer for a replacement.

Swapped relay in spot, dash display normal then, but no start. Cover only describes small fuses.

I had something like that happen to my Rincon once, was driving me nuts and it turned out to be a bad battery.

Thinking battery now. Only 5.5 volts across terminals after sitting a while. Time to search posts for best replacement battery as the first effort.

But what are the load numbers on the battery. You can have adequate voltage on a meter but not under a load.

Update, new battery fixed it, (who said money doesn’t bring happiness?), but strange that the dash lights came on upon installation without key on, swapped relay positions and started it a few times, then returned relays to original slots and all now working OK. Go figure. At least the trip to the Honda dealer gave me a chance to sit in a Talon, and to see the new P500 green color.

Batteries can fool ya, they can hold voltage but may not have near enough current available to do any more than operate the starter relay. Glad you got it figured out! Did you see any shi... moose brown at the dealer??

No moose brown, just green, white and camo. Hard to remember when mine was so clean. The new Honda Monkey reminded me of the 1970s. The name was surprising.
