The answer to your question is yes the Pioneer 1000 tailgate lays flat when open, answer revealed upon detailed look at inside of tailgate in picture below note the yellow arrows I added pointing out the cable that supports the tailgate to lay flat when open. Below is a screen grab I did from the 1000-5 Deluxe features video by Honda.

I'm glad to see the blinkers now have a reservoir. Did they include a frame water reservoir as well, or do we need to keep doing deep water crossings to keep it full?
