P500 Short or Something Else?

I have a 2017 p500. I cannot get it to charge with the Battery Tender, and it has this weird sound coming from the battery area, like a faint seatbelt ding when on the charger.
I replaced the battery last year but the battery box is not water tight and wonder if something got shorted when going through water puddles? Thats the last thing I remember doing the last time I had it out then parking it.

Could it be a relay in the area malfunctioning?

When you hook it up to the Battery Tender, do you get a solid or flashing red light on the Battery Tender?
