Honda Switch Plate Keyed Power?

Hi there. I'm trying to decide between the Honda Switch Plate and the XTC Power 6 Switch Power Control System Honda Talon 6 Switch Power Control System - XTC Power Products to use for accessory wiring. I really like the XTC kit and plan to use their kit for turn signals/horn eventually too for street legal. One thing I don't like on the XTC kit is that it reads that the switches are always hot. I think I'd prefer a keyed power solution. Is the Honda Switch Plate always powered or keyed power?
