2019 700-4, let idle til got to 2 bars and fan never kicked on even after turning it off. Took my hand and tried to rotate the fan but it wouldn’t move, is that fan only rotate when it kicks on or should you be able to rotate it when it’s not on ?

I just purchased a roof for a 700 not the 4 seater. Wanted to be able to loose some of the engine noise and heat from inside. I like it so do my passengers lol
