Talon 1000x4 wiring question

There is a pair of 6 or 8 gauge black and red wires taped together at the steering column no voltage to them key on or off or engine running how con I energize them or what ore they for thanks

They are meant for the Honda winch contactor. The red wire isn't connected in the battery box until the power is needed at the other end.

Thanks I just found it in the battery box with blue tape on it ,is it protected with a breaker or fuse

It is not, its suppose to attach to the the hot side of starter solenoid.
