It's a seat belt holder used in the factory. It's trash and should of been removed before delivery. But, no clue what it won't start. Maybe "ain't got no gas". Thats just to keep the seat belt from retracting at the factory so you can pull it out and attach the mount bolt. Hes got othet problems.
