MOAB - Out of State STREET LEGAL.. HOW?

What is the process for getting an out of state street legal tag for UT living in a state that does not allow street legal at all.
Ex. North Carolina.

Not asking about vehecial requirements or insursnce. That's easley found info.

I was able to get a OHV permit for Utah in the past when I 1st too the 500 out there. All the same rules apply for needing a regular vehicle street legal :ie---horn, turn signals, license plate illumination etc, but I believe it needs to be able to be driven at a higher rate of speed than the 500. so, I believe the 1000 shouldn't be a problem. Nontheless I may be missing something and so, some research may be needed. I wanna go!!!
