P1000 Lift kit issue

I installed the SM 2" lift on my 2016 1000-5, and it worked great.
I just installed the exact same kit on my 2018, and there is axle bind. What's up? What's different on the '18? The SM kit is the same. When rotating the front wheel off the ground with the kit installed it jumps up and down as the axle binds in rotation. It did not do this on my 2016 model.
What gives?

Do the Fox shocks let the wheels drop farther, causing the bind

Not sure, but this is on a base 1000-5. Mine doesn't have the Fox shocks.
