Hunting for big game like elk, deer, javelina are all on a draw system and requires a annual hunting license but most of the land in this part of the state is public access, you can go wherever you want. For small game you can get a short term license and just go hunting. Go to AZ Game and fish to get rules and seasons

Even for residents it's a draw to hunt big game? I wouldn't like that at all.

Not a big deal there are many hunts for each animal, if you know what to apply for you can get a tag. Also there are the Native American reservations that have hunting also and sometimes are better deals for out of state hunters but some reservations do not allow arcs or utvs
