Did North Carolina just recently legalize state highway and Street legal side-by-side and ATV travel?

Did North Carolina just recently legalize state highway and Street legal side-by-side and ATV travel? The other day my buddy mentioned something about it and said the governor or somebody had signed it into law as you need to do is get your vehicle street legal and have it inspected. I’d appreciate any feedback that would be an amazing change.

Biggest one is

• REQUIRED to have a 2.4L engine or LARGER!
• MUST BE 142" long or GREATER
• MUST BE 70" Tall or GREATER
• MUST BE 58" wide or GREATER
• ALSO, MUST NOT BE A all-terrain vehicle, golf cart, utility vehicle, or a riding lawnmower.
