Does anyone know what the exact bolt size to fit in these two holes (circled in blue) would be. 3/8" was close. M9x1.25 tap was the closest fit i can find but was just a little loose.

1.5 has a .059 pitch 1.25 has .049 pitchI tried a m10x 1.5 tap and it wont start
In that case, just use a pop rivet and be done with it....3.) Find something close and ram it in with an impact

1.) Pull one out, use a micrometer and a thread gauge
2.) Pull one out and take it to ACE and match it up
3.) Find something close and ram it in with an impact
I'd suggest item 1 or 2...
When I swapped bumpers I replaced mine the other day with theseI take my plow mount off for the riding season. I use my blow gun and clean out the threads and run a tap thru the hole when I put the plow mount back on. If I recall, it is a M10x1.25.
