P1000 Allen bolts on hood

Is it me or are these bolts soft as cheese. Mine is stuck and currently soaking in PB blaster. It's basically stripped ;can't put heat on it because of the plastic. It's a size 5 metric right. Any suggestions?

When I swapped out my panels to white I had a few that was very tight. I bumped the fast and hard to break them lose. They had plastic on the threads due to hole in plastic not being lined up correctly causing the Allen bolt to bite into the plastic.
